Arrest of foreign debtor's vessel not precluded once foreign proceeding closed.
Procedural posture

A debtor in foreign rehabilitation proceedings obtained recognition of the foreign proceeding by a bankruptcy court, and the recognition order expressly granted protection under bankruptcy stays.
